My phone bill amounts to $2.50 per month. I send it on a skype calling plan for North America. The rest is all free. Free number at home (Freephoneline.ca), free number for my cell phone (Fongo), free number to my to my PC (Budweiser app for freephoneline.ca).
I have a backup cell phone number with a $20 plan for 100 minutes, for emergencies.
I have had to master the art of speaking in complete sentences and waiting for replies on my cell phone VoIP. For some reason the VoIP delay is sometimes quite perceptible over 3G (it can reach a third of a second in poor conditions). When WiFi is available the voice quality is very good.

Warning: I have a small phone plan on my cell phone just in case the 3G is not available or poor.
