Means the user doesn’t get a pointer to resize the window (but the browser may redimension it if nessary)

Resizable = “no”

Use both if you mean both. In this example: http://hispanolaval.com/test_cadre_fr.htm the top frame is always the same height regardless of window size and displays no resize tool.
